Tokyoites found it damp, costly and wrong for how they used a street; units stood empty, nothing was copied, and the rest of the city rebuilt in wood on its old plots.

Gotō Shinpei's ¥3bn replanning — more than the national budget — was cut to ¥468m, delivering trunk roads, bridges and firebreak parks but no redraw. On 9–10 March 1945, 279 B-29s burned 41 km² and killed roughly 84,000–100,000+ in one night, leaving a million homeless; both times the city regrew bottom-up on its own lot lines.

Prewar, the Ministry of Railways refused to let private suburban lines cross it into the central districts, so each had to terminate on the loop and dump its passengers there — turning Shinjuku (~3.59 million a day in 2018, the world's busiest station), Ikebukuro and Shibuya into downtowns. Meanwhile Tokyo's geometric centre is the 1.15 km² of forbidden palace grounds, so flows cross instead of converging on a bullseye — which is why a region of ~33 million feels calm at street level.
- The Railway That Owns the Department StoreExplain the Kobayashi model — a railway that owns the land at both ends — and why it made Tokyo's suburbs dense and walkable without any policy requiring it.Kobayashi Ichizō worked out around 1910 in Osaka that a railway's profit is in the land, not the fare: buy cheap countryside, build the line to it, sell houses on instalments to clerks who then need season tickets, put a department store on the terminal, and build destinations at the far end to fill weekend trains. Tokyo's private railways copied it wholesale, which is why Tokyu, Odakyu, Keio, Seibu and Tobu are property companies with a transport division, and among the few railways anywhere that profit without subsidy. Because the developer was the railway, its interest was in packing customers within walking distance of its own platform — transit-oriented development with no policy behind it.
- Density Without TowersExplain the three rules — inclusive national zoning, as-of-right permission, and fragmented small plots — that let Tokyo be enormously dense, mostly low-rise, and comparatively cheap.Japan's zoning is set nationally with just 12 use zones (7 residential, 2 commercial, 3 industrial), and they are inclusive rather than exclusive: each caps nuisance and permits anything quieter, so 11 of 12 allow housing and even the strictest low-rise zone permits small shops and home businesses. The main lever is floor area ratio — how much, not what — so blocks turn mixed one building at a time with no rezoning or hearing, and fragmented inherited plots mean continuous small-scale redevelopment. Tokyo averaged ~155,000 dwelling starts a year from 1995–2015 (peak 192,000 in 2003, trough 108,000 in 2009), growing its stock ~2% a year — about twice London, Paris or New York — which is why its rents did not do what London's did.
- Designed to ShakeExplain how Japan's seismic codes were written after each disaster, why modern towers move instead of resisting, and where the real remaining risk lies.1923 produced the world's first seismic design requirement in the 1924 Urban Building Law; the 1978 Miyagi-Oki quake damaged modern, legal buildings and triggered the 1981 shin-taishin amendment, raising the design event from shindo 5 to shindo 6–7 — a distinction proved in 1995 when Kobe's 6,400+ deaths fell overwhelmingly in pre-1981 buildings. Modern towers don't resist but redirect: base isolation and dampers bleed the energy away as heat, and the 634 m Tokyo Skytree (2012) runs a concrete core tied to its frame for 125 m and oil-damped to 375 m, absorbing about half a quake's energy. In 2011 the magnitude 9.0 Tōhoku quake swayed Tokyo's towers for minutes and they stood — leaving the real risk in the old pre-1981 wooden districts, where fire, not shaking, is the killer.
- The Megacity That WorksPull the argument together — Tokyo's calm is the product of rules and accidents, not planning — and name the demographic problem it now faces.Tokyo's smoothness is arithmetic, not politeness: ~33 million in the region and 14 million in the metropolis proper, spread across many centres so no single point must hold everyone, carried by railways that built and own their own walkable suburbs, in a city that builds ~150,000 homes in an average year. Every one of those is a rule or an accident rather than a plan — and Tokyo refused every plan it was offered, from Ginza Brick Town to Gotō's redraw. The next problem inverts all of them: Japan's population has fallen since around 2010, Tokyo grows only by drinking a shrinking country, and a flywheel that assumes a next cohort of commuters may empty first at the far ends of the lines.

How did sankin-kōtai (alternate attendance) accidentally create the largest city in the world?
It was a hostage system that never had to call itself one: it kept lords under the shogun's eye, bankrupted them on two households and annual processions, and stopped them building strength at home. Around half of Edo's million people were samurai, and most of the rest existed to supply them.
Why does it matter that Edo burned so regularly that fires were nicknamed 'the flowers of Edo'?
The Meireki fire of 1657 alone killed around 100,000 — a third of the city. A city rebuilt every few decades never develops reverence for its own fabric, which is why Japanese houses are still replaced after 30–40 years and why Tokyo could regrow twice in one century.
What does the failure of Ginza Brick Town demonstrate about Tokyo?
The government cleared Ginza after an 1872 fire and rebuilt it as a Western demonstration street. Units stood empty for years, and the district only came alive once Tokyo colonised it for its own purposes. Nothing else was built that way — the pattern the whole course traces.
In the 1923 Kantō earthquake, 87% of the 105,385 deaths were caused by fire and only about 10% by collapse. What does that ratio tell you?
Several hundred thousand charcoal cooking fires went over at once into a city of paper walls, with a typhoon's winds offshore. Roughly 40,000 people died in a single fire whirlwind at the Honjo clothing depot. It's the most important number in the city's history — and the 1945 firebombing exploited the same property deliberately.
Why did Gotō Shinpei's plan to remake Tokyo after 1923 fail, and what does it echo?
Some of it was built — trunk avenues, bridges, firebreak parks, land readjustment — but not the wholesale redraw. London in 1666 and Tokyo in 1923 and 1945 all reached the same answer: property and urgency beat the master plan, and the city regrows on its old lot lines.
What single decision is most responsible for Tokyo's polycentric structure?
A narrow, defensive, bureaucratic permit decision built the world's most successful polycentric city.
