The USDA's danger zone is 40 to 140. Bacteria do not read posters. Here is what the numbers actually measure.

Why does CDC print 160°F for a burger and 145°F plus a rest for a steak?
On a whole cut, contamination is mostly on the outside and the sear hits it. Grinding mixes that surface through the patty, so CDC's ground-meat line is 160°F. The steak's three-minute rest is extra lethality, not courtesy.
Put the FDA Food Code cool-down in the order the July 2024 job aid requires
FDA: a two-hour rapid cool from 135°F to 70°F, then four hours from 70°F to 41°F or less. The fridge is the destination after those windows, not a substitute for them.
CDC's published reheat line for leftovers
CDC's C. perfringens prevention page and the general food-safety chart both print 165°F for leftovers. 140°F is a hot-holding line, not a reheat line.
