- Drayage: The Container's Land LegsUnderstand drayage as a distinct industry in which the queue rather than the distance is the enemy, and state the owner-operator classification dispute without adjudicating it.A drayage driver can burn an entire 14-hour window covering eighty miles, because a port day is gate queue, crane wait, chassis problems, exit queue, a short haul, a warehouse queue, and an empty return that may be refused — almost none of it driving, all of it clock. The chassis is the sharpest illustration: a container has no wheels, and the skeletal trailer it rides on is often owned by a leasing pool that is neither the trucker, the terminal, nor the shipping line, so a day can be lost to equipment nobody present is responsible for. The segment is dominated by owner-operators in old trucks and sits at the centre of an unsettled dispute over whether those operators are independent businesses or employees carrying the employer's costs — with real arguments and real legal outcomes on both sides.
- The Dock, and the Unpaid ClockUnderstand detention as a measured transfer of the driver's scarcest resource, and recognise it as an externality rather than a villain.A queue of trucks outside a warehouse is a free buffer that lets the dock run lean, so the waiting is not an accident but a transfer of a scheduling problem into the driver's fourteen-hour window, for which a per-mile driver is paid nothing. It has been measured: the DOT Inspector General found in 2018 that each 15-minute increase in average dwell time raises the expected crash rate by 6.2% and that detention costs for-hire truckload drivers $1.1–1.3 billion in annual earnings, while FMCSA's 2014 work found detention on about 1 in 10 stops and 19% of stops for medium-sized carriers. Nobody in the chain is irrational — each party is optimising its own measure — which is precisely the definition of an externality landing on whoever has the least power to refuse it.
- Is There a Driver Shortage?State the driver-shortage dispute fairly from both sides, show that the disagreement is over the framing rather than the data, and close the course's argument.The ATA has claimed a shortage since 2005, peaking at a reported record of about 80,000 in 2021 and falling to 60,000 or less by 2023 — attributed to the freight downturn rather than easier recruiting — and the claim has driven real policy. Burks and Monaco's 2019 BLS analysis found a tight rather than broken market, with resilient employment, low unemployment, wages exceeding comparable blue-collar work, and normal occupational mobility, concluding that 'a deeper look does not find evidence of a secular shortage' — while explaining rather than denying carriers' experience: long-distance TL is a secondary labour market in which competition forces firms to accept high turnover as a cost-minimising equilibrium. Both sides largely agree on the numbers and disagree about the noun, and the noun picks the remedy — supply-side fixes versus fixing the job — which is why it is a fight about who pays.
Questions this course answers
The course's central argument is that trucking's oddities all follow from which pair of facts?
A truck earns only while a loaded trailer moves — not parked, not empty, not waiting. But the legal ration on a driver's day is a window rather than a budget: once it opens it does not stop for traffic, or a dock queue, or an empty repositioning run. Every hour that isn't a loaded mile is spent permanently, for nothing. Deadhead, brokerage, detention, drayage and the shortage fight are all that one sentence, seen from different angles.
Why is the last mile of nearly every shipment a truck, despite rail and ship being cheaper per tonne-mile?
It isn't an efficiency argument — rail and water win that one and always will. It's about where the network goes. A truck is the only freight mode that reaches an arbitrary address, so if something crossed an ocean it came off the ship onto a truck, and if it crossed a continent by rail it came off the rail onto a truck.

The expensive part shouldn't wait for the cheap part. A tractor carries the engine, the drivetrain and a driver whose clock is running; a trailer is a steel box that will happily sit for three days for very little. So the tractor drops a loaded trailer and takes one loaded yesterday. Carriers run several trailers per tractor for exactly this reason: the trailer is a buffer, made of steel. It's also why drop-and-hook is a real remedy for detention.
A truck's air brakes are held OFF by air pressure and applied by springs. The consequence is that —
It's fail-safe done properly, and it's exactly backwards from a car. The springs are the brake; air is only what holds them back. So a truck has to build pressure before it can move at all — that's the hiss at a truck stop — and a burst hose, a detached trailer or a dead compressor causes the springs to do what they've been straining to do all along. The system would rather strand you than fail you.
The federal bridge formula caps a 25-foot three-axle dump truck at 54,500 lb while a five-axle semi gets the full 80,000 lb. Why?
Same axles, same weight on each — the only difference is spacing. Pavement damage is about individual axle load (to the fourth power, which is why an 18-wheeler's wheels divide the weight rather than carry it), but a bridge doesn't feel individual axles. It feels the group. That's why a driver who is 'legal on gross' can still be illegal, and why the scale house weighs axles rather than trucks.
The 14-hour on-duty window differs from the 11-hour driving limit in that —
That's the whole thing. The 11-hour clock stops when you stop driving; the 14-hour clock, once started, runs to the end regardless. So three hours lost to an unready dock aren't three hours of leisure — they're three hours of window, gone, with the delivery appointment unmoved. It turns an ordinary day into chess against a deadline you cannot pause.
