Why can an estuary have different salinities at its surface and bottom?

Fresh water is less dense than seawater, so river flow can form a surface layer while denser salt water moves beneath it. Tides and wind may mix the layers.

Photosynthesis supplies organic matter, decomposers process it, small animals consume the resulting food, and larger animals feed on those consumers.

Why can reducing nutrient runoff improve fish habitat?

Nutrients are useful in ordinary amounts, but an overload can produce algal blooms. When that organic matter decomposes, oxygen can fall, so upstream nutrient control can change downstream habitat conditions.
