Section 3. the Members of the Jury Shall Serve Without Compensation;

and from their own number shall elect a president and vice-president, to serve for one year, and until their successors are elected. The jury shall have power to adopt its own rules of procedure and to prescribe regulations for the submission to it of all matters within its jurisdiction. Five members shall constitute a quorum. The jury shall have power to employ a secretary, and such clerks, stenographers and other assistants as it may require. All employees of the jury shall be exempt from the provisions of the act to regulate and improve the civil service of the cities of the first class, approved March fifth, one thousand nine hundred and six. The councils of said city shall, by ordinance, provide for the necessary expense of the jury, including the salaries of its employees.
