Why was Berlin the hole the SED still had to close in 1961?

The Berlin Wall Foundation: the SED closed the inner German border in 1952, but the sector borders in Berlin remained open, so people reached the West through that last opening. The Wall was designed to stop that exit.

The Foundation's page: 155 kilometres, surrounding West Berlin. The inner-city stretch is only part of that loop. 1,393 km is a figure often given for the inner German border, not the Berlin Wall.

The Foundation says the Wall was designed to prevent people from escaping to the West from East Berlin. The official name claimed the opposite. The traffic rules and the 140 dead decide which sentence is true.

What does the Berlin Wall Foundation's 2017 victim count actually include?

The Foundation: at least 140, including 101 fleeing, 30 plus one Soviet soldier not fleeing, and eight border soldiers. Separate figures exist for checkpoint travellers (at least 251) and for the inner German border. Do not mash them.
