Why not make the cross slope much steeper to drain water faster?

Designers balance drainage against steering, lane changes, walking, cycling, and the comfort of a surface that should feel nearly level. The usual slope is deliberately modest.

Why might a road use superelevation on a curve instead of keeping the same crown as a straight road?

A straight-road crown can lean a vehicle away from the turn on a curve. Superelevation raises the outside edge to better agree with the vehicle's sideways acceleration. Designers still have to manage the transition and the low-side drainage route.
