Nobody Agrees How Many There AreSee the megacity counting problem as the phenomenon itself, and acquire the course's frame: demand scales, containers do not.UN DESA defines a megacity as an urban agglomeration over ten million, yet the EU's GHSL counted 32 in 2024, UN DESA 33 in 2025, the OECD 39 in 2020 and Demographia 42 in 2025, with at most 46 unique places named across them. Jakarta is simultaneously 10.2 million (city proper) and 33.8 million (urban area). The city has outgrown the concept: demand — water, trips, roofs, sewage — scales with population automatically, while boundaries, watersheds, land and mandates are fixed containers that do not stretch.

Why People ComeUnderstand urban migration as an escalator rather than a trap, and learn that births — not arrivals — are the larger growth engine.Just 15% of humanity lived in cities at the turn of the 20th century; the world crossed 50% in 2007 and reached 56.2% in 2020, with projections around 70% by 2050 and roughly 3 billion more urbanites, mostly in Africa and Asia. Agglomeration effects — thicker labour markets, closer inputs, leaking ideas — mean the same person earns more in the city, so migrants are making an informed choice rather than fleeing into a trap. But much growth is birth: a large young city grows with zero arrivals, which is why anti-migration policy aims at the smaller engine.

The Housing MathSee informal settlement as a housing delivery system produced by arithmetic, and identify what its residents actually lack.Formal housing requires titled land, capital, a permit and a build cycle of a year, at a price a new arrival cannot pay — every condition a container that did not scale. In 2022, 24.8% of the urban population, 1.12 billion people, lived in slums or informal settlements: 130 million more than 2015, reversing the 2000–2020 decline. Eastern and South-Eastern Asia (362 M), Central and Southern Asia (334 M) and sub-Saharan Africa (265 M) hold over 85%; sub-Saharan Africa is at 53.6% of urban population and could add 360 million more by 2030. Residents build the walls; what is missing is the network only a state can lay.

Moving Twenty Million PeopleDerive mass transit from geometry rather than policy, and see informal transport as the same market response as self-built housing.A moving private car occupies roughly 10 m² and carries about 1.2 people — some 8 m² of city per person — while a metro moves more people past a point than a twelve-lane motorway. Trips scale with population; road area inside the city does not, so no budget solves it and every functioning megacity runs on mass transit by necessity. But only about 6 in 10 urban residents have convenient access to public transport (2023 data, 2,039 cities), and fewer than 4 in 10 in the least developed countries — so the danfo, microbus, jeepney and matatu fill the gap.
  6. Feeding and Watering a City That Outgrew Its BasinDistinguish an importable need from an unimportable one, and use Cape Town to show why demand management needs a matching container.Food is dense, storable and cheap to move, so a megacity's food hinterland is continental and the problem is largely solved. Water is heavy and needed in enormous daily volume, so it must come from a basin whose size geology fixed before anyone arrived. Cape Town defined Day Zero as dam storage below 13.5%; storage fell from 50.1% (May 2015) to 31.2% (2016) to 21.2% (2017), dates were announced for 22 April then 12 April then 16 April then 11 May 2018 before indefinite postponement on 28 June, restrictions ran 100 → 87 → 50 litres per person per day with a 25-litre Day Zero ration, and usage more than halved to ~500 million litres a day. It worked because one authority could bill, meter and broadcast to four million people.
  7. Nobody Is in ChargeIdentify the boundary mismatch as the structure underneath every previous chapter, and understand why it is politically self-locking.Essentially no megacity has a government whose boundary matches the city: Tokyo's governor runs a Metropolis of ~13.5 million inside a ~37.8 million urban area; Jakarta's runs 10.2 million of 33.8 million, with Bogor, Depok, Tangerang and Bekasi holding the rest. Boundaries are drawn correctly when a city is small and then never redrawn, because extension costs the suburb its budget and zoning, costs incumbents their electorate, and costs the province a rival. The housing, transport and water crises are all this same mismatch — land, road and basin that ran out against demand that did not stop.
  8. The Megacity Is Winning AnywayWeigh the megacity honestly and land the closing claim: the fix is to make the containers match the city.People keep choosing megacities continuously and with good information, and they are right to — no nation has gone from poor to rich while staying rural, and density is efficient per person in pipes, wires, trips and land. The fix follows from the frame: metropolitan-scale authorities for basin, transit and housing; upgrading settlements rather than clearing them, since the walls exist and the network is what only a state can lay; and letting the formal system build at density near the jobs, because refusing that produces informality as arithmetic. Satellite towns fail because they attack migration, the smaller engine, and cannot touch births.

The place converts effort into money at a higher rate, not because the migrant improved on the journey. That reframes the informal settlement too: not where hope died, but the cheapest available seat on the escalator, taken on purpose.

Why do anti-migration policies fail to slow megacity growth?

Migration selects for young adults, who have children who are born urban. Restricting movement, refusing services to arrivals and building satellite towns all aim at the smaller engine and cannot touch the larger one. The megacity is mostly already here, being born.

Why does the course say formal housing is 'structurally incapable' of housing a megacity's growth, rather than just performing badly?

Titled land near the jobs is the most expensive land in the country; permits are slow; the build cycle is years and the need is hours. The demand does not evaporate when supply fails — it goes somewhere else, and that somewhere is the informal settlement.
