How does an oxbow lake usually begin?

A meander cutoff creates a shorter main channel and leaves the former loop as an abandoned meander that can become an oxbow lake.

Why do meanders move across a floodplain instead of simply staying in one place?

A meander is a moving balance: the outside of the bend retreats as the inside accumulates sediment. Floods, bank material, vegetation, slope, and sediment supply control the pace.
