Gerrymandering is drawing them to favor one side, using two tactics: 'packing' opponents into a few districts and 'cracking' them across many so they can't win any. Under first-past-the-post, in what sense are a winning candidate's 'extra' votes wasted?
FPTP awards one seat to the plurality winner. Votes for losing candidates elect no one, and votes for the winner beyond the margin of victory change nothing — both are 'wasted.' Because winning votes pile up uselessly and losing votes vanish, the national seat totals can diverge sharply from national vote shares.
In 2015, UKIP won 12.6% of the UK vote and 1 seat, while the SNP won 4.7% and 56 seats. What best explains this?
Both parties ran under the same FPTP rules. The SNP's support was concentrated in Scotland, letting it win seat after seat, while UKIP's larger national vote was dispersed across many districts where it placed second or third and won almost nothing. Under FPTP, where your voters live can matter more than how many you have.
Duverger's 'psychological effect' pushes FPTP toward two parties. What is it?
The psychological effect is strategic voting driven by expectation: once a party is seen as unable to win, supporters defect to a viable 'lesser evil' rather than waste their vote. Because the party shrinks precisely because people expect it to, the belief becomes self-fulfilling — a key driver of two-party dominance, alongside the mechanical seat effect.
What is the characteristic governing consequence of proportional representation, and why?
Because PR makes seat shares track vote shares, a divided electorate produces a divided parliament in which no party typically holds a majority. Parties must then form post-election coalitions. This is the core tradeoff: PR represents voters more faithfully but shifts government formation into inter-party bargaining.
In instant-runoff (ranked-choice) voting, what happens when no candidate has a majority of first-choice votes?
Ranked-choice voting simulates a series of runoffs. If no one has over 50% of first preferences, the lowest candidate is removed and their votes flow to voters' next choices; the process repeats until a candidate achieves a majority — the mechanism designed to guarantee majority support and free voters to rank a small party first without wasting their ballot.
A party controlling redistricting splits the rival party's voters thinly across many districts so they narrowly lose in each. This tactic is called:
Cracking disperses opposition voters across many districts so they fall just short of a majority in each and win no seats. Its partner tactic, packing, concentrates opponents into a few districts they win by lopsided margins. Both convert a party's vote share into a disproportionate seat share by controlling how voters are grouped.
