Wetlands are permeable systems. NOAA calls them a permeable barrier; the protection is a chain of local physical processes, not a wall.

Why can a narrow strip of vegetation provide less protection than a wide platform?

Wave attenuation generally accumulates with distance. Surge is another story: it may barely fall even across a wide wetland.

Temmerman's review treats typical surge-height loss as about 1 percent per 100 metres, versus about 1 percent per metre for waves. Surge attenuation is on the order of how many times smaller?

One percent per 100 metres versus one percent per metre is two orders of magnitude — about 100 times smaller. That is why a strip that knocks down waves may barely change a surge.
