Section 3. That the Possession of a Shotgun or Rifle At Any Place

outside of a building, within this Commonwealth, by an unnaturalized foreign-born resident, shall be conclusive proof of a violation of the provisions of section one of this act, and shall render any person convicted thereof liable to the penalty as fixed by said section.
