Representatives of the Commonwealth of Pennsylvania in General Assembly met, and it is hereby enacted by the authority of the same, That no sheriff of a county, mayor of a city, or other person authorized by law to appoint special deputies, marshals or policemen in this Commonwealth to preserve the public peace and prevent or quell public disturbances, and no individuals, association, company or corporation incorporated under the laws of this State or of any other State of the United States and doing business in this State, shall hereafter appoint or employ as such special deputy, marshal or policeman any person who shall not be a citizen of this Commonwealth.
