performing an experiment or operation in violation of any provision of this Act shall be liable, upon conviction, to a fine not exceeding one thousand dollars ($1,000) and shall thereafter be incapable of legally engaging in the practice of medicine in the District of Columbia or in any territory under the jurisdiction of the United States, and of holding any official position of any kind under the Government of the United States
